The problem with NWS offices issuing blizzard warnings is that people have become accustomed to thinking a blizzard means five feet of snow with hurricane-force gusts. They readily issue them in the rural Midwest, but in high-population-density areas they tend to be more hesitant, which is why we’ve seen separate wind headlines in the past. Media is mostly at fault for over-hyping events.
