What I would do, personally, is if an illegal couple came to the country, lived here several years, and then had a baby, I would allow that baby to be a citizen.

But if a woman came here several months pregnant, on vacation, with a visa, or otherwise, that baby should not get citizenship.

I think that's probably the most fair course.

It basically comes down to intent. In the first example, the couple just came here, and happened to have a baby like any other couple.

In the second example, there was a direct intent to just have a baby, with the sole intention of having the baby just to become a citizen.
