In the same vain, large portions of towns that have all signage in Chinese, Hebrew, Spanish, etc, that have been that way for decades, would we say they are assimilating or not since they aren't letting go of their old country? There could be a fine line of assimilating and keeping up with old customs vs bringing your country here and not changing.

If you're a European immigrant you're one hop and a skip away from American culture and customs since what we know of as "American" is basically an amalgam of different European ethnicities over time. But if you're from a completely different part of the planet then it's a lot harder to fully assimilate or even want to assimilate.
