When I worked for NE game amd parks when I was in college we were always pulling tires from lakes and in bar ditches. We had a big pile behind the maintenance shop and once it got big enough the state would have to pay for a company to come in and get them.

I asked the admin about the tires once, he said most they pull out are from pre-1980s in the river here
